{"id":3773,"date":"2019-09-26T08:00:27","date_gmt":"2019-09-26T11:00:27","guid":{"rendered":"http:\/\/www.agenciainfra.com\/blog\/?p=3773"},"modified":"2019-09-24T15:04:29","modified_gmt":"2019-09-24T18:04:29","slug":"sistema-free-flow-em-pedagio-no-chile-enfrenta-quase-10-de-inadimplencia","status":"publish","type":"post","link":"https:\/\/agenciainfra.com\/blog\/sistema-free-flow-em-pedagio-no-chile-enfrenta-quase-10-de-inadimplencia\/","title":{"rendered":"Sistema free flow em ped\u00e1gio no Chile enfrenta quase 10% de inadimpl\u00eancia"},"content":{"rendered":"<div>\n<h5 style=\"text-align: right;\"><strong>Dimmi Amora, da\u00a0Ag\u00eancia iNFRA<\/strong><\/h5>\n<p>Os sistemas de ped\u00e1gio free flow no Chile enfrentam uma inadimpl\u00eancia elevada, de quase 10% dos ve\u00edculos que utilizam as vias com esse tipo de cobran\u00e7a de ped\u00e1gio, em que a arrecada\u00e7\u00e3o \u00e9 feita por quil\u00f4metro percorrido.\u00a0O pa\u00eds foi dos primeiros a adotar essa pr\u00e1tica nas concess\u00f5es rodovi\u00e1rias, ainda em 2004, e segundo Marcela Hern\u00e1ndez, chefe da Divis\u00e3o de Estudos e An\u00e1lises Financeiras do Minist\u00e9rio de Obras P\u00fablicas do Chile, vai ampliar o sistema, com a ambi\u00e7\u00e3o de que todos os ped\u00e1gios do pa\u00eds sejam free flow at\u00e9 2023.<\/p>\n<p>Segundo Hern\u00e1ndez, que apresentou confer\u00eancia no Congresso da ABCR (Associa\u00e7\u00e3o Brasileira dos Concession\u00e1rios de Rodovias), neste m\u00eas, em Bras\u00edlia, o sistema \u00e9 muito bem avaliado pelos usu\u00e1rios.<\/p>\n<p>Pelas regras, quem circula nas rodovias \u00e9 obrigado a ter o sistema de pagamento que faz a cobran\u00e7a automatizada. Mas ter o sistema n\u00e3o \u00e9 obrigat\u00f3rio para quem n\u00e3o circula. Quem anda nas rodovias sem o sistema pode fazer o pagamento posteriormente e, se n\u00e3o pagar, recebe uma multa.<\/p>\n<p>O problema, de acordo com ela, \u00e9 que as multas n\u00e3o t\u00eam sido o instrumento adequado para for\u00e7ar o pagamento. H\u00e1 cerca de 10 milh\u00f5es de multas n\u00e3o pagas, o que tem sido um incentivo para o n\u00e3o pagamento da cobran\u00e7a via free flow.<\/p>\n<p>&#8220;Somos latinos&#8221;, brincou a dirigente, sobre os problemas tamb\u00e9m enfrentados aqui no Brasil para a ado\u00e7\u00e3o de sistemas de cobran\u00e7a\u00a0automatizados.<\/p>\n<p><strong>Governos locais<\/strong><br \/>\nHern\u00e1ndez afirmou que a falta de pagamento se deve principalmente aos governos locais. Respons\u00e1veis pelas cobran\u00e7as, eles t\u00eam que exigir o pagamento das multas durante o processo de renova\u00e7\u00e3o da matr\u00edcula dos ve\u00edculos. Mas, para receber o valor da renova\u00e7\u00e3o, acabam isentando os motoristas do pagamento das multas, segundo ela.<\/p>\n<p>Por causa da inadimpl\u00eancia, a mais recente concess\u00e3o de ped\u00e1gios no Chile, um conjunto de rodovias na regi\u00e3o metropolitana de Santiago, teve nas cl\u00e1usulas do contrato um reequil\u00edbrio por causa das fugas como risco do poder concedente, o que n\u00e3o havia nos primeiros contratos.<\/p>\n<p>Segundo a dirigente, por regra, os reequil\u00edbrios no Chile s\u00e3o por tempo de contrato e limitados a um prazo de 6 a 8 meses al\u00e9m do estimado.<\/p>\n<p>Mesmo com os problemas, Hern\u00e1ndez acredita que o projeto do Chile Sem Barreiras, que pretende fazer todas as rodovias em free flow at\u00e9 o fim do atual governo, ser\u00e1 bem sucedido. Hoje, praticamente dois de cada tr\u00eas carros no pa\u00eds t\u00eam algum sistema de tagueamento.<\/p>\n<p>Segundo ela, o funcionamento do sistema de tagueamento de forma compartilhada \u00e9 essencial para que os modelos eletr\u00f4nicos de cobran\u00e7a funcionem.
